If you can't afford rent because you lost income due to the fires, you can send a declaration to your landlord within 7 days of your rent due date EACH month.

You cannot be evicted based on your immigration status. 
If your landlord is threatening you based on your immigration status, and you live in a city with tenant anti-harassment protections, 
your landlord is likely in violation of those protections.  
It may also be a violation of state law, you can file a complaint with the state civil rights department.
